Lighthaven is the holy city of the Luminous Conclave and the spiritual capital of Eryndor. Located within the Celestial Plains, it operates as a sovereign enclave entirely separate from the Celestial Concord's jurisdiction. Within Lighthaven and its immediate territories, the Conclave functions as a government in its own right — canon law is the legal code, and the institution handles everything from taxation to criminal justice. It is one of the most heavily defended locations on the continent.

For the Lumina Cell, Lighthaven is home — the city where they were trained, where they receive their assignments, and to which they return between missions.

Character

Lighthaven is a city built around devotion. Its architecture reflects the faith — grand stone buildings, wide ceremonial avenues, the ever-present symbol of Seraphel's radiant sun worked into gates, walls, and public fountains alike. The city is clean, orderly, and patrolled by the Luminous Guard. Pilgrims arrive from across the continent, and the streets around the cathedral district are rarely quiet.

Beneath its welcoming surface, Lighthaven is a city of considerable institutional complexity. Multiple arms of the Conclave operate here simultaneously — the clergy, the military, the scholars, the bureaucracy — each with their own hierarchy, their own spaces, and their own interests. Navigating the city as an outsider is simple enough. Navigating it as a Conclave operative is another matter.

Notable Locations

The ceremonial heart of the Luminous Conclave and its most recognisable landmark. The Grand Cathedral is where the Sovereign addresses the faithful, where the great holy ceremonies are performed, and where the Conclave presents its public face to the world. Its great hall features five vast pillared aisles — a physical embodiment of the Five Pillars of Radiance — and its towers are visible from miles outside the city. It is open to the faithful, to pilgrims, and to visitors of good standing.

The true heart of the Luminous Conclave's operations — and a far more restricted complex than the Cathedral. Where the Grand Cathedral is the Conclave's public face, the Sanctum is where it actually governs. It houses the command structure of the Radiant Host, the administrative offices of the Council of Light, the coordination of the Auragon Corps, and most of the Conclave's governmental machinery. The Chancellery, military planning, and sensitive institutional functions all operate from within its walls.

The Sanctum is not a place for the public. Access is strictly controlled, and the Luminous Guard maintains a permanent garrison within and around it.

The Sanctum also contains the Crucible — a sealed wing dedicated to the training and maintenance of the Auragon Corps. Members of the Lumina Cell know its location within the Sanctum, but access is restricted and the specifics of what Auragon training and maintenance involves are not disclosed to outsiders.

For Seraphic Inquisition operatives, the Sanctum holds additional significance: the Inquisition's own headquarters occupies the Sanctum's classified lower levels, accessible only to those with the appropriate clearance.

The Conclave's centre of scholarship and knowledge management — part university, part archive, part research institution. The Scholarium maintains extensive libraries organised into tiered access levels, funds approved research, and trains the Conclave's scholars. Its scholars are ranked from Scribe upward through Seeker, Illuminated Scholar, and Sage of the Inner Light. The Scholarium controls what knowledge is disseminated and to whom, making it quietly one of the most powerful institutions in the city.

The Cathedral District

The broader temple quarter surrounding the Grand Cathedral. This is the most visible and most visited part of Lighthaven — a prestige posting for Luminous Guard soldiers, and the area most pilgrims see. The district contains smaller chapels, clergy residences, pilgrim accommodations, and markets catering to the faithful.

Governance

Lighthaven is governed entirely by the Luminous Conclave, with Lady Elira Dawnstar as Radiant Sovereign holding supreme authority. The Council of Light — seven seats including the Sovereign — oversees all major institutional functions. Canon law serves as the city's legal code, administered through the Justiciar Courts. The city has no mayor, no separate civilian government, and no elected body. What the Conclave decides, Lighthaven does.

Military Presence

Lighthaven is one of the most heavily defended locations in Eryndor, protected by both arms of the Radiant Host in a shared arrangement. The Luminous Guard patrols the city's streets, maintains order in the cathedral district, and garrisons the Sanctum. The Auragon Corps handles the city's main entrances — Auragon Sentinels stand watch at the primary gates, representing the most visible and formidable line of defence the city presents to anyone approaching. The two divisions operate in parallel rather than under a unified command, each answering to their respective chains within the Conclave's hierarchy.
